The answer is the first one. Although Franklin Delano Roosevelt and his administration condemned the open aggression, and essentially began to collaborate and aid the allies, U.S. foreign policy remained relatively neutral until the attack on Pearl Harbor.

In the year 1939 on September 1, the declaration of World War II was announced when firstly Hitler entered Poland, and after then France and Britain initiated their war on Germany.  Hence, the US was not the initiator of the war.  

However, the attacks of Japan on Pearl harbor of the US, parts of China, and France were initiated during 1945.  Thus, the causes behind such destructions were the reduction of peace, the aggression of Germany, and Japan's invasoons.
