if only person was in charge of a government, it would gradually convert into a dictatorship, simply because there are no other branches of the government to keep the executive government in check. This is why governments have three branches, to make sure power is balanced. Two branches and even four branches wouldn't work because of uneven balances in power.
The concept of an autocracy, with one person in charge is not that much convenient as it would create discrepancy.
Why the government is important?
It is very important to have the government, as it creates and implements the several rules and laws which are very beneficial for the citizens.
One person cannot handle all the responsibilities alone as it would led to the dictatorship. Excess power in the hand of a leader can have the negative effect on the society as well.
Dictators sometimes work according to them, they do not represent the citizens.
