they look really dry. maybe wash them to get anything that could be irritating the skin off then moisturize them in a thick lotion and vaseline on top and put on gloves so that it has time to soak in the skin. try to do this for a couple nights. hope this helps
I think that’s dry skin, try putting lotion after washing her hands.
